 repealed statutes, email typo (COMP-08)

The controller is seated in Mainz (Rhineland-Palatinate), but the legal pages
named Berlin and cited repealed laws.

- Privacy: supervisory authority changed from "Berlin Commissioner" to the
  State Commissioner for Data Protection of Rhineland-Palatinate (LfDI RLP),
  Mainz.
- Terms: place of jurisdiction Berlin -> Mainz; footer email
  info@opensquawk.dev -> info@opensquawk.de.
- Impressum: §5 TMG -> §5 DDG (TMG provider-identification duty moved to the
  Digitale-Dienste-Gesetz in 2024); §55 II RStV -> §18 (2) MStV (RStV repealed,
  replaced by the Medienstaatsvertrag in 2020).

Not changed (need owner verification): exact registered company name /
"(haftungsbeschränkt)" wording, and the +49 251 (Münster) phone number for a
Mainz-seated company.
