9735fb6c6b docs: align agent rules and READMEs with settled layout 
Drop phased PR0–PR17 planning and legacy dual-binary notes. Document
current package ownership, coverage floors, and single-binary ops.
Scrub stale script/lint comments; allow web→server DTO import edge.
