refs #887, directories available via CDirectoryUtils/relative paths

* relative cache/settings paths are available relativeFilePath
* directories build in CDirectoryUtils
* directory comparison in CDirectoryUtils
* using CFileUtils to concatenate dir paths
* using URL encoded string for normalized directory (as it can be decoded)
