This commit adds methods to register for live FSD message reception. The
amount of traffic can be quite high, therefore no normal signal is used -
which would be available via DBus. Instead one has to connect manually
by passing a functor. This guarantees that we communicate only in-process.
If someone tries to connect on the proxy side, the connection will fail.
This needs to be handled properly in client code.
This commit also adds a method to write the FSD message to a selected file.

Usage of this API was already discouraged, since all official
VATSIM packet handling should be in vatlib itself or for custom defined
packets in CNetworkVatlib. If a new custom packet needs to be added,
it should go into CNetworkVatlib directly and made available via normal
API methods to abstract the packets custom nature. The fact that
custom packets exist, should be kept internal. However, a debug message
is raised in case of an unknown custom packet in order to allow
detection and debugging.

Instead of enabling fast position updates via context methods, the
settings API will be used instead. This also allowed to move the timer
into CNetworkVatlib instead of CAirspaceMonitor. The only necessary thing
was to regularly update the receiver callsign set.

Airspace monitor knows all remote aircrafts and which have interim
positions enabled. It passes the list of receivers to INetwork
and INetwork sends it to FSD.
Interim packets are very close to normal position updates. It is
only missing transponder and speed information. On reception
of a interim packet, the information is added to a new
CAircraftSituation. The missing speed information is retrieved
from the last update.
The names were a bit misleading, hence this patch does rename
the methods to something more obvious. It also changes the behaviour
of CNetworkVatlib to automatically answer a custom FSinn query.
In both cases the important details are extracted and signaled to
airspace monitor.
The airspace monitor will send FSinn queries only if the exact model
is not yet known. This would be the case when another client had
sent a FSinn query already.
To provide maximum flexibility, the simulator info is specified by each
plugin in the JSON metadata file.
