refactor(category): always render CategoryFlatLayout; i18n strings

- Remove getCategory template fetch and layout switch (addCart vs classify)
- Drop CompsAddPurchase branch; single flat layout only
- Keep task_shop_list / task_shop_rule_id sync from route params
- Add zh-cn copy for refund note and coupon-gift promo labels

refactor: restore full API barrel and simplify defensive coding
...
- Export boost, merchant, dianwu, mdugc, delivery (and related) from api index
- Delivery pages: call api.delivery.* instead of separate delivery module import
- Revert optional chaining on router.params, getCurrentInstance, S.* where safe
- Trade/delivery order rows: drop inline flex layout on totals (use default View)
- Merchant logout: use S.logout() directly
- Env and subpackage/component moves alongside prior package split work
